Mutual Self-Help Build (Owner/Builder Program)

Building Homes & Communities Across Gunnison County, Colorado!

The Mutual Self-Help Program allows a small group of families to work together in building their own homes, under the technical guidance and expertise of the Gunnison County Housing Authority, sponsored by USDA Rural Development.

Who is eligible for a loan?
Applicants who do not currently own a home, and whose income does not exceed 80% of the area median income limit established for the county where the house is to be built, may be eligible.

All applicants must meet the same qualifications as for other Rural Development loan programs regarding good credit and avalible income to repay the home loan.

What must Mutual Self-Help Members do?

  • Work as a group under the guidance of the sponsor's construction supervisor.
  • Work the required hours per week necessary to complete all the homes.
  • Attend all pre-construction meetings.
  • Carry out all responsibilities of home ownership , after housing is completed.
  • Landscape the lot after the house is built.  
How will the planning and building be performed?
Plans for modest but adequate housing will be selected and specifications developd with the guidane of the sponsor. Sponsors have a selection of pre-approved plans to review.
  • A Partnering Session will be held to outline communication, teamwork, conflict resolution and commitment in this process. 
  • Construction will involve as much on-site work as practical.
  • Basic plans and construction methods will be standarized as much as possible.
  • Each group will decide how members will share labor, how records will be kept of time worked, and how labor will be exchanged on a basis fair to all members.
  • Depending on skill of participants, the group will contract for work that cannot be done easily, such as excavating, installation of wiring or plumbing, and dry wall finishing.
  • Construction will start only after the loan has been closed. Construction of homes will be done in stages. Each stage of construction will be finished, if practical, on all houses before starting the next stage.
  • The construction supervisor, with advice of the group's leader, will divide the group into teams on the basis of skills, compatibility, and avalibility.
  • Famililies will move into the new homes only after construction of all houses have been completed. 
What agreements are signed?
Each family will sign a family agreement as evidence of a desire to participate in the Mutual Self-help Housing Program and commit to the required 30 hrs. per week labor to complete the house.

Homebuyer Counselor Outreach Plan

Mission Statement
To provide Homebuyer counseling and financial literacy coaching to prospective homeowners and current residents of Gunnison County.

Objectives
The program focus is to prepare and educate residents of Gunnison County to acquire the critical skills, knowledge and confidence to buy and maintain a home; through Budgeting, Savings, Credit and Debt management tools and strategies, thereby creating a stronger economic base within the county community to ensure family stability and security by wealth building.
