Special Permits
The Community Development Department can provide applications and/or information about the following required permits:
Access (Driveway) Permit
For any private driveway accessing onto a County road, public road or highway under the jurisdiction of Gunnison County; must meet the standards of the Gunnison County Standards and Specifications for Road and Bridge Construction, and may be obtained from the Gunnison County Public Works Department.
State-Required Demolition Permit
The State of Colorado, Department of Public Health and Environment, Air Pollution Control Division Indoor Environment Program, requires notification of the Department for all demolitions of all facilities and all asbestos abatement projects that exceed certain trigger levels. Permits may be required to abate asbestos projects where the quantity of asbestos-containing material to be abated exceeds the trigger levels. If the State requires this permit, a copy of it must be submitted to the Gunnison County Community Development Department. Burn Permit
Required for burning outside. To conduct a burn outdoors in Gunnison County, you must first check with:
STATE-REQUIRED OPEN BURNING PERMIT. Additionally, the State of Colorado, Department of Public Health and Environment, Air Quality Control Division, requires an Open Burning Permit and includes general conditions and requirements for individuals who want to conduct an open burn. A permit is required if any person wants to burn "rubbish, wastepaper, wood or other flammable material on any open premises or on any public street, alley, or other land adjacent to such premises." OPEN BURNING SEASON IN GUNNISON COUNTY. Uncontrolled burns can be prevented if these procedures, recommended by the Gunnison Fire Marshal, are followed:
- Notify Gunnison Dispatch, 641-8000, of the location, size and time of your burn. If this notification is not made and the fire is reported by someone, then the Gunnison Fire Dept. will respond to a burn that is actually under control.
- Plan your burn in the early morning hours between 6:00 A.M. and 9:00A.M., or in the later evening hours, 6:00P.M. and 8:00P.M. This is when wind gusts are less likely to occur. Check with the local weather service prior to your burn as to what wind conditions are forecast for the day.
- Make sure you have a water supply that will reach the entire perimeter of your burn area. Wet down the perimeter to prevent fire from spreading to your neighbors property.
- If you have a large area to burn, it would be best to burn in small sections and use your mower to cut some fire breaks. When you light your area, light only one area. Do not start several perimeter fires.
- It is always best to have someone help you with your burn, you should never burn alone. Make sure your burn is no closer than 50 feet from any structure.
- If your burn should get out of control, please do not hesitate to call the Fire Department. If you hesitate at all in calling, this fire can and will cause problems. A fire that would have taken 1/2 to 1hour to control, will take 4 to 8 hours to control. If you have any questions on controlled burning in the county, please call the Fire Marshal at 641-8153.
Highway Access Permit
Required by the Colorado Department of Transportation for any driveway or road accessing onto any state or federal road.
Gold Basin Industrial Park Special Area Permit
The Gold Basin Industrial Park Special Area was created by the County in 2005 to accommodate light industrial uses next to the airport, south of the City of Gunnison. As a "Special Area," the park has its own set of regulations that allow permitting through a process that does not require a separate Land Use Change Permit. An applicant must supply a business plan to the Board of Commissioners in order to secure a lease for use of a lot. Contact the County Manager's Office, (970) 641-0248 to initiate the process.

Long-Term Camping Permit
For the use of an individual recreational vehicle or other camping shelter (such as a tent) on an individual parcel.

Use of a recreational vehicle or other camping shelter (such as a tent) for longer than a total of 14 days on a private parcel during any consecutive three months on the same parcel requires a Long-term Camping Permit, which may be obtained from the Community Development Department. No Land Use Change Permit is required.
Long-term camping in approved campgrounds on federal or state lands, or on lots or parcels that are located in subdivisions that have been approved as platted subdivisions by the County, with protective covenants approved by the County, and in which camping is allowed by those protective covenants, are not required to obtain either a Land Use Change Permit or a Long-Term Camping Permit.Required for all uses or activities, or other changes to property on lands within the unincorporated area of Gunnison County. Outdoor Vending Permit
For selling goods from an open stand, push cart, vehicle or an outdoor site.

The sale of goods other than from a farm or ranch stand from an open stand, push cart, vehicle or an outdoor site, but not from a permanent building, is permitted as an accessory use in Gunnison County. An applicant is required to obtain an Outdoor Vending Permit from the Community Development Department, and to comply with the following requirements; the permit is issued for a period of 150 consecutive days for each one-year period. VENDING IS LIMITED TO FOOD AND BEVERAGES. Outdoor vending is limited to the sale of food or beverages for immediate consumption. No food or drink may be sold except as allowed by the Colorado Department of Public Health and Environmental Consumer Protection Division. STANDARDS FOR OUTDOOR VENDING OPERATION. An outdoor vending operation is required to:
- HAVE OWNER’S PERMISSION. Locate on property owned or leased by the vendor or at a location for which notarized written permission to operate the business has been obtained from the property owner. A copy of the permission shall be submitted to the Community Development Department.
- NOT LOCATE IN ROADWAY OR RIGHT-OF-WAY. Not locate within any road or highway right- of-way, driveway or aisleway, within 35 feet of a residential property boundary, within a required setback, or in any parking spaces. An outdoor vendor shall not obstruct pedestrian or vehicular traffic, or obstruct motorists' vision.
- ADVERTISING. Any signs advertising an outdoor vending operation shall comply with Section 13-109: Signs.
- ADEQUATE PARKING. If necessary because the vending requires parking of vehicles, and the proposed site has no existing parking, the applicant shall be responsible for providing an area of the site that complies with the requirements of Section 13-110: Off-Road Parking and Loading and the minimum distances listed in Appendix Table 3: Off-Road Parking Requirements. Customers shall be provided space to safely pull off the road and park without causing congestion or hazards either to themselves or to traffic. Parking spaces shall not be located so vehicles can back directly onto a public road other than an alley.
- TRASH CONTROL. Where an outdoor vendor is distributing products that may result in trash, such as food in disposable containers, the outdoor vendor shall provide trash containers and make adequate provision for trash control and removal. The outdoor vending site shall be maintained by the vendor in a clean and sanitary condition.
- SEWAGE DISPOSAL. Use of any facilities for sewage collection and gray water disposal shall comply with the Gunnison County Individual Sewage Disposal System Regulations.
- BUSINESS LICENSE. The applicant shall secure any necessary licenses, and pay any fees required by the Gunnison County Officer of Clerk and Recorder to operate the business.
- FEES. The fee for an Outdoor Vending Permit is included in a schedule of fees charged for permits issued by the Community Development Department, which are set by the Board of Commmissioners.
Reclamation Permit for Revegetation and Noxious Weed Control
Any development that results in road cutting and/or construction, homesite clearing or berm construction is required to obtain a Reclamation Permit from the Gunnison County Public Works Department.
Revocable Right-of-Way Permit
Needed for any type of improvement placed in the road right-of way;may be obtained from the Gunnison County Public Works Department.
Permit for Oversize Load
Needed when transporting over length, width or weight vehicles on County Roads; may be obtained from the Gunnison County Public Works Department.
Road Cut Permit
Must meet the standards of the Gunnison County Standards and Specifications for Road and Bridge Construction, and may be obtained from the Gunnison County Public Works Department.

Snow Removal Permit
Snow Removal Permit must meet the standards of the Gunnison County Standards and Specifications for Road and Bridge Construction, and may be obtained from the Gunnison County Public Works Department.
Special Event Permit
For conducting an activity at which 200 or more persons may gather, or that will attract more than 50 vehicles per day.

Gunnison County requires a Special Event Permit. An application may be picked up at the Community Development Department, or obtained by email or postal mail, or on our website.
What is a special event in Gunnison County?
A “special event” is defined as "...a use or activity that occurs at a location not otherwise permitted for the use or activity, and at which 200 or more persons may gather, or that will attract more than 50 vehicles per day, or that have the potential to create significant net adverse impacts in terms of traffic, water or air quality, noise, lighting, and similar matters. Such uses or activities may be allowed on a non-permanent or temporary basis, upon individual review of their proposed nature, location, duration, impact, and compatibility with neighboring uses and activities. Examples of special events include outdoor concerts, athletic competitions, religious revivals, movie productions, and other types of group or mass gatherings. Funerals and weddings are excluded from this definition, except when weddings are conducted regularly or frequently at a site, they shall not be defined as special events, and the site on which the weddings are conducted shall be required to obtain a Land Use Change Permit for a commercial use. "
Ten-Day Maximum.
A Special Event Permit allows an event to last as long as ten days; if the applicant wants it to extend beyond that time, permission must be requested from the Board of County Commissioners. (Call (970) 641-0248 to schedule time on the Board's agenda to request an extension.)
Insurance.
The applicant for the special event is required to have an insurance policy that covers that event. Gunnison County requires that the insurance policy held by the applicant covers:
- Any injury to one person in any single occurrence of no less than $150,000;
- Any injury to two or more persons in any single occurrence no less than $600,000; and
- That Gunnison County shall be named as an additional insured on the policy.
Apply early.
Timing is the most important element of this permitting process: You should contact the required agencies at least a month before the event is scheduled so they can have ample time to review the application and arrange for any special services that may be required. Don’t wait until the “last minute” to submit your application. You want to ensure your event is a success and we need enough time to review it and ensure the best possible experience for both your participants and the general public.
Surface Alteration Permit
Needed for any work done on the shoulder or in the right-of-way of a county road. Must meet the standards of the Gunnison County Standards and Specifications for Road and Bridge Construction; information and applications available at the Gunnison County Public Works Department.
Temporary Private Plowing Permit
For snowplowing accesses to parcels that currently have no snowplowing must meet the standards of the Gunnison County Standards and Specifications for Road and Bridge Construction, and may be obtained from the Gunnison County Public Works Department.
